Compliance Theatre is like a student who spends all their time decorating their notebook to look like they are studying, but never actually learns the material; they have the appearance of following the rules, but the actual work remains unchanged.
A state where an organization prioritizes the creation of policy documentation and the completion of mandatory training modules to satisfy audit checklists, while failing to integrate these controls into actual operational workflows or decision-making processes.
