The Institutional Vault
The Institutional Vault is a company's organised store of knowledge — the facts, records, and know-how, kept in software so the business can use it. Picture a library that can also run the checklists you've written down: it holds everything and follows the rules you set — but it can't make the calls you *haven't* written down, and it can't answer for them. The people — the 'Brain' — make those judgment calls and own the outcome; the Vault keeps what they need in reach and runs what they've spelled out.
The Institutional Vault is the universal name for an organisation's codified knowledge store — explicit knowledge externalised into software and data (processes, records, examples, context). It runs on the Brain/Vault split, a three-way line: the Vault holds, and may *execute* the judgment the Brain has codified into deterministic rules (the 98% you own — Concretisation + the ARCH harness), but never *judges* the un-codified, probabilistic call (the 2%), which stays human. Accountability stays with the Brain because the Brain wrote the rule (Decision Survivability). It is the surface (codified, commoditised) half of the Moat Inversion, and refracts per role — structural capital (board), context layer (technical), crown jewels (security), institutional memory (operations). The Vault can decide; it must never judge.
